When White Formula自白肌 Super Moist Light Toner With Hyaluronic Acid, it immediately reminds me of a popular Japanese brand. I guess this is the closest dupe that I noticed from the market.

Usage:
Use twice a day after cleansing face. Apply a small amount by using firm and smooth circular motions from the central T-zone of the face towards the outer edges.

The list of ingredients.
The toner is hydrating and one can use it as mist for people who do not like heavy toner or just want light hydration for layering purposes. I will say that the ingredients do look very similar to the Hada Labo one and could be possible dupe if you are looking for the extra niacinamide in their toner.
It tried it for a month and while I don't think it break me out, it is just a light cheap boast of hydration. You could use it with cotton pad or compressed mask for sheet masking which will provide better hydrating effect. While, I really think it a light lotion, I don't think it did anything to get rid of my stubborn acne or reduce my pores.
I find that Super Moist light toner is an affordable hydrating toner and could be possible dupe of the Hada Labo. The reason that it is not well known is probably because it is not endorse by a famous Korean celebrities but if you are looking for something similar to Hada Labo with hyaluronic acid, you could try to look into this toner.
Do be careful and look into the ingredients first.

The toner is very light and feels like water. It absorb into the skin fast and leaves no residue nor sticky feeling. The skin does feel hydrated and comfortable. There is faint smell of hyaluronic acid will smell-a little plastic? The smell does disappeared once on the skin. Of course this toner is not an exfoliating toner so I guess I don't need to find out the Ph level.
